PMEGP, the Prime Minister's Employment Generation Programme, is a credit linked subsidy for setting up a new micro enterprise in the non-farm sector. The maximum project cost is Rs 50 lakh for manufacturing and Rs 20 lakh for business or service activities. The government subsidy, called margin money, is 15 to 35 percent of project cost depending on your category and whether the unit is in an urban or rural area.
You apply online on the PMEGP portal at pmegp.msme.gov.in, which is also linked with Jan Samarth. Older guides that send you only to the earlier KVIC e-portal are out of date. The bank, not the government, decides whether your project gets a loan, so a viable project report matters as much as the form.
The short version: subsidy and your contribution
| Category | Your contribution | Subsidy, urban | Subsidy, rural |
|---|---|---|---|
| General category | 10 percent of project cost | 15 percent | 25 percent |
| Special category | 5 percent of project cost | 25 percent | 35 percent |
Special category includes SC, ST, OBC, Minorities, Women, Ex-servicemen, Transgender persons, Differently abled persons, and applicants from the North Eastern Region, Aspirational Districts, and Hill and Border areas as notified.
Two cautions on figures you may see elsewhere. First, some older official pages still show the previous project caps of Rs 25 lakh for manufacturing and Rs 10 lakh for services. The current portal FAQ states Rs 50 lakh and Rs 20 lakh, and those are the caps to plan with. Second, PMEGP has no single government fixed interest rate. The lending bank sets the rate on your loan, so ask the bank for its rate in writing instead of trusting a rate quoted on a blog.
Who runs the scheme
The Ministry of MSME owns the scheme. KVIC, the Khadi and Village Industries Commission, is the national nodal agency. At state and district level, applications move through State KVIC directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs). The Coir Board handles coir related activities only.
Understanding this structure helps you chase your own file. The implementing agency forwards your application. The bank appraises the project and takes the credit decision on viability. KVIC validates and releases the margin money claim through the nodal bank after the bank approves.

What counts in project cost
Project cost has three components: capital expenditure, working capital, and your own contribution as part of the financing structure.
The cost of land cannot be included in project cost. This point needs care, because one line in the portal FAQ extraction reads confusingly on land. The scheme guidelines and consistent guidance treat land cost as excluded, so build your project cost without land. Ready built or rented workshed treatment follows the guideline conditions, so confirm how your workshed cost will be treated with the implementing agency before you submit the project report.
A project with no capital expenditure at all is a weak PMEGP case. The scheme is built around setting up a real unit, with machinery or equipment and working capital to run it.
How to apply online, step by step
- Go to pmegp.msme.gov.in and register as an applicant.
- Fill the online application form with your personal, project and financing details.
- Select your implementing agency: KVIC, KVIB or DIC. Choose the Coir Board only for coir activities.
- Select your preferred bank, and an alternate bank.
- Upload the documents: photograph, Aadhaar, PAN, caste or special category certificate where applicable, rural area certificate where applicable, your Detailed Project Report (DPR), and education and training certificates.
- Submit. Your application goes to the implementing agency you selected.
- The agency checks your application against a scorecard. Applications that meet the score move to your bank.
- The bank appraises the project and takes its own credit decision.
- After bank approval, the margin money claim is forwarded to KVIC. KVIC validates the claim and releases margin money through the nodal bank to the financing bank.
Sample DPRs are available on the portal. Use one as a structure, then replace every number with your own quotations and local costs. Banks see copied project reports every week and discount them quickly.
If your loan sanction is delayed, the portal has a grievance section. The implementing agency processes the complaint with the concerned bank.
EDP training: the step applicants forget
Entrepreneurship Development Programme (EDP) training is mandatory for projects costing above Rs 2 lakh.
| Project cost | Minimum EDP duration |
|---|---|
| Up to Rs 5 lakh | At least 5 days |
| Above Rs 5 lakh | At least 10 days |
The training must be completed before the bank releases the loan. You do not have to wait for sanction to start: you can take EDP training after submitting your application, in consultation with the State KVIC office. After sanction, you must deposit your own contribution and the EDP certificate with the financing bank within 30 working days of receiving the sanction communication. The training institute also uploads the certificate.
Plan the training dates when you apply, not after sanction. Many files stall at exactly this point.
How the subsidy actually reaches you
The subsidy is not cash paid to you. It works like this:
- The bank sanctions the loan for the project.
- The margin money is claimed and kept aside, in a term deposit or subsidy reserve arrangement with the financing bank.
- The lock in period is 3 years, counted from the date the first loan instalment is released.
- No interest is charged by the bank on the corresponding subsidy amount during the lock in period.
- After the lock in period, and after a positive physical verification of your unit, the subsidy is adjusted in your loan account. That adjustment reduces what you finally repay.
Physical verification means someone checks that the unit exists and is running as proposed. Udyam registration is required before the verification and margin money adjustment stage, so complete Udyam registration well before that point rather than in a rush at year three.
The portal FAQ also notes that no collateral is required for loans up to Rs 20 lakh as per RBI guidelines. For the full picture of guarantee backed borrowing, see CGTMSE: how to get a business loan without giving your property.
Worked example: a Rs 20 lakh project, with the arithmetic
Take a woman entrepreneur setting up a new spices grinding and packing unit in a rural part of Indore district, Madhya Pradesh. As a woman applicant she is in the Special category. Her proposed project cost is Rs 20,00,000, covering machinery, workshed setup and working capital. Land is excluded.
Step 1: Check the cap. The manufacturing cap is Rs 50,00,000. Rs 20,00,000 is within the cap.
Step 2: Her own contribution, Special category at 5 percent: 5 percent of Rs 20,00,000 equals Rs 1,00,000.
Step 3: Her subsidy, Special category in a rural area at 35 percent: 35 percent of Rs 20,00,000 equals Rs 7,00,000.
Step 4: Bank finance. With 5 percent coming from her, the remaining 95 percent is routed as bank finance in the scheme structure: 95 percent of Rs 20,00,000 equals Rs 19,00,000 sanctioned as the loan, subject to the bank's appraisal and the exact structure in its sanction letter.
Step 5: What she effectively repays after subsidy adjustment: Rs 19,00,000 minus Rs 7,00,000 equals Rs 12,00,000 of principal, plus interest at the bank's rate on the loan. The Rs 7,00,000 is not in her hand at any point. It stays locked in for 3 years and is adjusted after physical verification.
Step 6: The teaching contrast. The same project for a General category applicant in the same rural area: contribution at 10 percent equals Rs 2,00,000, subsidy at 25 percent equals Rs 5,00,000. Bank finance of Rs 18,00,000 minus subsidy of Rs 5,00,000 leaves Rs 13,00,000 of principal after adjustment. Category and location together change the subsidy by Rs 2,00,000 on an identical project, which is why checking your category certificate before applying is worth real money.
A second loan for upgrading an existing unit
PMEGP has a separate second loan route, and it is only for existing PMEGP, REGP or Mudra units that want to upgrade. It is not a way for an unrelated existing business to enter the scheme.
The conditions reported in scheme summaries include: the first margin money has been adjusted, repayments have been on time, and the unit has run profitably. For upgradation, summaries report a contribution of 10 percent and subsidy of 15 percent, or 20 percent for North East and Hill States, with a manufacturing project cap of Rs 1 crore.
One figure needs an honest flag. The service sector cap for the second loan is reported differently across current sources: Rs 25 lakh in several summaries, and Rs 50 lakh in another summary that cites the ministry page. Treat the service sector second loan cap as to be confirmed on the PMEGP portal or in the current guidelines PDF before you plan around it. Your DIC or KVIC office can confirm the cap that applies on the day you apply. If your existing unit is a Mudra unit considering this route, compare it with the options in Mudra loan: how to apply.
Common mistakes
- Applying for an existing unit. A first PMEGP loan is only for a new project. An existing unit outside the second loan route does not qualify.
- Applying after taking another subsidy. If the unit has already taken a government subsidy under another scheme, it is not eligible.
- Including land cost in project cost. Land is excluded. A project cost padded with land will be cut at appraisal and can sink the file.
- Skipping or delaying EDP training. Training above Rs 2 lakh project cost is mandatory and must finish before loan release.
- Choosing a prohibited activity. The scheme carries a negative list of activities that cannot be funded. Secondary guides commonly name areas such as meat processing, tobacco and intoxicants, but lists change. Check the current negative list in the guidelines on the portal before you build a project around an activity.
- Assuming a fixed interest rate. No scheme rate exists. The bank sets the rate, so compare the sanction terms, not blog figures.
Decision checklist
- If your project is new, non-farm, within the Rs 50 lakh or Rs 20 lakh cap, and your contribution is ready: PMEGP fits, and you should apply on pmegp.msme.gov.in.
- If you are choosing between schemes before applying: read the comparison in PMEGP, Mudra and Stand-Up India: which scheme fits you.
- If your unit already exists and was never a PMEGP, REGP or Mudra unit: PMEGP does not fit. Look at guarantee backed borrowing or a regular bank loan instead.
- If your spouse has already taken PMEGP: a second family application will not pass the one per family rule.
