Udyam Registration is free. The government fee is Rs 0, there are no documents to upload, and there is no renewal. You register once on udyamregistration.gov.in with Aadhaar, and the portal pulls your PAN and GSTIN linked data on its own. Since 1 April 2025 the size limits are higher: micro up to Rs 2.5 crore investment and Rs 10 crore turnover, small up to Rs 25 crore and Rs 100 crore, medium up to Rs 125 crore and Rs 500 crore. One warning before the benefits list: most statutory benefits apply to micro and small enterprises only. Medium enterprises get far less than the headlines suggest.

The short version: five facts that decide most questions

Fact Position
Government fee Rs 0 on the official portal. Any charge is a private service fee
Documents No documents to upload. Registration is paperless and based on self declaration
Registrations per business One registration per enterprise, identified by PAN. Multiple activities can sit in the same registration
Who gets most benefits Micro and small enterprises. Priority sector lending is the main benefit that covers all MSMEs
No PAN or GST filing yet Informal micro enterprises can come in through the Udyam Assist Platform, for priority sector lending benefits

If you take one action from this page, make it this: register on the official portal yourself, before you apply for a loan or bid for a tender. It takes one sitting, it costs nothing, and the category on your certificate is what banks and buyers will work from.

Who counts as an MSME in 2026

Your category is set by two tests together: investment in plant and machinery or equipment, and annual turnover. The current limits took effect on 1 April 2025 under Notification S.O. 1364(E) dated 21 March 2025. Pages still showing the older limits (micro at Rs 1 crore and Rs 5 crore) are one full revision behind.

Category Investment up to Turnover up to
Micro Rs 2.5 crore Rs 10 crore
Small Rs 25 crore Rs 100 crore
Medium Rs 125 crore Rs 500 crore

Four rules decide the borderline cases, and owners get these wrong most often.

First, the tests are composite. Cross either limit for your category and you move up. You move down only when you fall below both limits for the lower category.

Second, exports are excluded from turnover for classification. A firm can look larger than its MSME turnover figure if a good part of its sales are exports. The worked example below shows this in rupees.

Third, turnover is counted at PAN level. Every GSTIN on the same PAN is aggregated and treated as one enterprise. You cannot split one business into two registrations to stay in a lower category.

Fourth, an upward move does not strip your earlier benefits overnight. If you move from micro to small, the non tax benefits of the previous category continue for 3 years. Tax treatment follows the new category.

Retail and wholesale trade have been included as MSMEs since 2 July 2021. A trader can register, and should, but the practical benefit is mainly priority sector lending, as explained below.

How to register, step by step

Use only the official portal: udyamregistration.gov.in. Type the address yourself instead of clicking an advertisement or a lookalike site.

  1. Go to the portal and start a new registration. Enter the Aadhaar number of the proprietor, or of the authorised person for a partnership, LLP or company, and verify it with the OTP sent to the Aadhaar linked mobile number.
  2. Validate the PAN when the portal asks. The portal fetches investment and turnover data linked to the PAN and GSTIN from government databases, which is why no documents are uploaded.
  3. Fill in the enterprise details: name, type of organisation, bank account details, and employment numbers.
  4. Add your activities using NIC codes. One registration can carry multiple activities, manufacturing and services together if that is what you do.
  5. Submit with the final OTP. The portal issues your Udyam Registration Number and an e-certificate with a dynamic QR code that carries your enterprise details.

Keep the certificate and the number where your CA, your bank and your tender paperwork can reach them. There is no renewal, but update the registration when your investment, turnover or activities change in a way that affects your category. Your business structure affects which Aadhaar and PAN the registration sits on, so if you are still choosing a structure, read Proprietorship vs LLP vs Private Limited first.

The benefits, sorted by what you can actually claim

Benefits fall into two groups. Some apply because you are registered and classified. Others need a separate application, a lender decision, or a tender you win. Registration alone approves nothing.

Benefit Who it covers What it gives you How it reaches you
Priority sector lending All MSMEs, including traders Your loan counts under the bank priority sector framework, which is why banks ask for Udyam before classifying an MSME loan Through your lender, using your registration and category
CGTMSE guarantee cover Micro and small enterprises, subject to scheme terms Guarantee cover for credit facilities up to Rs 10 crore per borrower from 1 April 2025, covering 75% to 90% of the amount in default depending on borrower category and loan slab. Women entrepreneurs and Agniveer promoted MSEs can reach 90% The lender applies for the guarantee. You do not get cover by registering alone
Public procurement preference Micro and small enterprises that make goods or provide services Central ministries, departments and CPSEs must buy at least 25% of annual procurement from micro and small enterprises, including 4% from SC/ST owned MSEs and 3% from women owned MSEs By bidding. Register before you bid, not after
Tender concessions Micro and small enterprises in government tenders Tender sets free of cost and exemption from earnest money deposit, as provided in the procurement policy Claimed inside each tender, with your certificate
Patent, trademark and ISO support Mainly micro and small enterprises, under separate scheme guidelines Fee concessions and reimbursement support exist under the relevant schemes Check the current scheme guideline before you budget a figure. Do not rely on a percentage quoted on an agent page
Udyam Assist route Informal micro enterprises A certificate that counts for priority sector lending benefits Through an RBI regulated lender, see the section below

For the tender route in practice, the next step after Udyam is seller registration on Government e-Marketplace. See GeM seller registration.

Two cautions on numbers you will see elsewhere. First, flat benefit percentages quoted without a notification or a date, for trademark fees or interest support, should not be budgeted until you have checked the current scheme guideline or notification. Concessions in this area change, and the conditions matter as much as the headline rate. For trademarks specifically, see Trademark registration and the MSME fee benefit. Second, a benefit being listed against your category does not mean it is automatic. CGTMSE cover is a lender decision. Procurement preference is a tender outcome. Registration puts you in the queue with the right papers. It does not skip the queue.

Who gets less than the headlines suggest

Medium enterprises. Except for priority sector lending, the statutory benefits listed in most guides apply to micro and small enterprises only. If your turnover has crossed Rs 100 crore, register, keep the classification correct, but do not plan around MSE scheme benefits.

Traders. Retail and wholesale trade are inside Udyam, and registration helps with bank classification and priority sector lending. Procurement preferences, however, are built for producers of goods and providers of services. A pure trading firm should not expect tender preference to carry its government sales plan.

Anyone expecting approval by registration. Udyam is an identity and classification record. A bank still appraises your loan. A buyer still evaluates your bid. The certificate answers the question "what size of enterprise are you, officially". Credit and orders are separate decisions.

Udyam Assist: the route for informal micro enterprises

Not every micro business has a PAN linked filing history or GST registration. The Udyam Assist Platform, launched on 11 January 2023, was built for those informal micro enterprises. Registration through the platform, with the help of RBI regulated lenders, produces a certificate that counts for priority sector lending benefits.

The limit to note: Udyam Assist is a lending route, not a full substitute for Udyam Registration. If your business is informal today and a lender is your first need, ask the lender about Udyam Assist. When your filings allow it, complete the standard Udyam Registration as well.

A worked example: exports and a second GSTIN change the answer

Take a Surat textile trading and job work firm. Turnover in the previous year was Rs 9 crore, including Rs 2 crore of exports. Investment in equipment is Rs 1.8 crore.

Step 1: Remove exports from turnover for classification. Rs 9,00,00,000 minus Rs 2,00,00,000 equals Rs 7,00,00,000.

Step 2: Compare both figures with the micro limits. Investment of Rs 1.8 crore is below Rs 2.5 crore. Turnover of Rs 7 crore is below Rs 10 crore.

Step 3: Result. The firm is a micro enterprise, not small. On the headline Rs 9 crore figure alone, many owners would have guessed the same answer for the wrong reason, and a slightly larger exporter would guess wrong entirely.

Step 4: Now add a second unit. Suppose the same PAN also has a second GSTIN with Rs 4 crore of domestic turnover. PAN level turnover becomes Rs 7,00,00,000 plus Rs 4,00,00,000 equals Rs 11,00,00,000. That crosses the Rs 10 crore micro ceiling, so the enterprise moves to small, even though each unit looked micro on its own.

Step 5: Cost of finding out. Registration costs Rs 0. Any quote above Rs 0 for the certificate itself is a private service fee.

Common mistakes

1. Paying an agent for a free certificate. Lookalike sites charge hundreds or thousands of rupees for a registration the official portal issues free. Type udyamregistration.gov.in yourself. If you choose to pay someone for help, be clear you are paying for assistance, not for a government fee.

2. Holding two registrations. There is one registration per enterprise on a PAN. A second registration does not create a second enterprise, and it creates confusion with banks and buyers. Add activities to the existing registration instead.

3. Never updating the record. No renewal does not mean no maintenance. When investment, turnover or activities change materially, update the registration so the category on your certificate matches your filings.

4. Assuming medium means the same benefits. As covered above, most MSE benefits stop at small. Check the limiter before you quote a benefit to your bank or your board.

5. Counting land and unrelated activities carelessly. Classification turns on investment in plant and machinery or equipment and on turnover, pulled from PAN and GST linked data. List your real activities with correct NIC codes. A wrong activity list surfaces later, in tenders and loan files, where it costs more to fix.

Decision checklist

  • If you sell, or plan to sell, to government: register before you bid, and complete GeM seller registration after Udyam.
  • If you borrow, or plan to borrow: register before the loan application, so your category is on record when the bank classifies the loan and considers guarantee cover.
  • If you are informal, without GST filing: ask your lender about the Udyam Assist route for priority sector lending.
  • If you have crossed into the next category: update the record, and remember that non tax benefits of the earlier category continue for 3 years.
  • If a website asks for payment for Udyam Registration itself: stop, and go to the official portal.

Frequently asked questions

Not for every business by law. It is, in practice, required to claim MSME status, scheme eligibility and procurement benefits, and banks ask for it to classify a loan as an MSME loan. If you want any benefit in this article, registration is the entry ticket.
