There is no single vendor licence that makes you a supplier to large companies. Private buyers empanel you through their own process, and each one issues its own vendor code. Government buyers work differently: Udyam registered micro and small enterprises get a notified preference under the Public Procurement Policy.
Your job is to arrive with one consistent document pack, and, for public buyers, a valid Udyam certificate. This article covers registration, documents, and the quality and compliance requirements buyers check before they place an order.
The short version: two different routes
| Point | Private OEM or large company | Government and CPSE buyers |
|---|---|---|
| Who runs the process | The buyer, on its own form and portal | The buyer, under the Public Procurement Policy and GeM rules |
| What you receive | A vendor code valid for that buyer only | Eligibility for MSE preference, plus GeM seller registration |
| Core advantage | A direct commercial relationship | A notified 25% procurement target for MSEs |
| Key paper | The buyer's own checklist | Udyam certificate proving MSE status |
The preference facts, stated precisely: central ministries, departments and CPSEs must source 25% of annual procurement of goods and services from micro and small enterprises. Within that 25%, 4% is reserved for SC and ST owned MSEs and 3% for women owned MSEs.
In a tender, an MSE quoting within the L1 plus 15% price band may be allowed to supply up to 25% of the tendered value by matching the L1 price, where L1 is not an MSE. Traders, distributors, sole agents and works contracts are excluded from the policy.
Step 1: Get the base registrations right
Three registrations sit under almost every vendor application.
PAN. The PAN of the business entity, not the promoter's personal PAN where the business is a company or a firm.
GST registration. Two positions need to be kept separate. The legal position is that GST registration is required where the law requires it for your turnover and activity. The buyer position is that most large buyers require a GSTIN before onboarding, whatever the legal threshold says. Treat the buyer's requirement as the practical rule when you apply to that buyer. The wider calendar of registrations and filings is in our MSME compliance calendar.
Udyam registration. Registration on the Udyam portal is free. The Udyam certificate is the paper buyers ask for to grant MSE benefits, and it is the base document for the public procurement preference. Our guide to Udyam registration benefits covers what the certificate unlocks beyond vendor work.
Your category under Udyam follows the revised limits, effective 1 April 2025 under Notification S.O. 1364(E) dated 21 March 2025.
| Category | Investment limit | Turnover limit |
|---|---|---|
| Micro | Up to Rs 2.5 crore | Up to Rs 10 crore |
| Small | Up to Rs 25 crore | Up to Rs 100 crore |
| Medium | Up to Rs 125 crore | Up to Rs 500 crore |
Both tests apply together. Export turnover is excluded from the turnover test. If your Udyam details show an old address or an old category, update them before a buyer checks, not after.
Step 2: Assemble the vendor pack
Build this pack once, keep it current, and send the same pack to every buyer. Buyers differ in their forms. They rarely differ in the documents they ask for.
| Document | What the buyer checks | Where it comes from |
|---|---|---|
| GSTIN certificate | Legal name, address, active status | GST portal |
| PAN | Entity identity, matched to the GST record | Income Tax Department |
| Cancelled cheque and bank details | Account name matching the legal entity, IFSC | Your bank |
| Udyam certificate | MSE category and validity | Udyam portal |
| Entity proof | Incorporation certificate, partnership deed, or proprietorship proof | ROC, registrar, or your registrations |
| Trade licence or shop establishment certificate | Right to operate at the stated address, where applicable | Local authority |
| Company profile | Capacity, product range, geographic coverage | Prepared by you |
| Quality certificates held | Validity dates covering the contract period | Certification body |
One rule decides whether this step is quick or painful. Your legal name, address and bank account name must match across every document, letter for letter. Mismatches are the most common cause of verification loops, where the buyer keeps asking for corrected papers and your application stalls for weeks. Check the pack against itself before you send it anywhere.
Step 3: The private buyer process, in order
Private empanelment follows a pattern, even though every buyer's form is different.
- Ask the buyer for its own vendor registration checklist and a named contact before you send anything.
- Submit the supplier information form with the vendor pack from Step 2.
- Expect finance verification of your tax and bank details.
- Expect a technical or quality evaluation of your product, samples, or service capability.
- In manufacturing, expect a site visit in many cases, where the buyer checks machines, capacity and quality systems.
- Receive a vendor code for that buyer only.
Two points of honesty belong here. First, approval is not an order. Empanelment puts you on the list of suppliers the buyer may buy from. Orders still depend on price, quality, delivery and the buyer's need. Second, timelines vary widely by buyer and category. Any single figure for how long empanelment takes is one buyer's estimate, not a standard. Ask your named contact for the expected timeline and hold the process to that answer.
Each large buyer runs a separate empanelment. A vendor code from one OEM means nothing at another. Budget your time accordingly: three target buyers means three processes, even though the document pack is the same.

Step 4: The government route through GeM
Government e-Marketplace, at gem.gov.in, is the second route, and it runs on published rules. Our step by step guide to GeM seller registration covers the signup itself. This section covers the cost and preference position you need before you register.
Registration on GeM is free. Keep ready: Aadhaar or PAN of the primary user, business PAN, bank account and IFSC, and your registered address. GSTIN is shown as optional at registration in GeM guidance, but most bids and invoices need it in practice, so treat it as required for serious selling.
The caution money deposit was discontinued in 2025.
GeM's revenue policy, version 1.6 effective 26 August 2025, sets the charges that apply after you start winning orders:
| Charge | When it applies | Amount |
|---|---|---|
| Annual Milestone Charge | Once your order value crosses Rs 20 lakh in a financial year | Rs 10,000 plus GST |
| Transaction charge | On orders above Rs 10 lakh, for sellers past the milestone | 0.30% of order value, for orders below Rs 10 crore |
| Transaction charge, large orders | On orders of Rs 10 crore and above | Flat Rs 3,00,000 |
| Orders up to Rs 10 lakh | No transaction charge | Nil |
Udyam unlocks your purchase preference claims on GeM, which is where the 25% policy and the L1 plus 15% band described earlier become practical. MSE tender benefits also include free tender sets and exemption from earnest money deposit in central procurement, as set out in the policy material for MSEs. Confirm the benefit list in the specific tender document, because the tender is the document that governs your bid.
Quality and compliance gates buyers actually apply
Beyond papers, buyers apply gates that reflect their own risk.
Sector certifications come first. A food supplier will be asked for food safety papers. A component maker will be asked for product testing or a quality system certificate where the category demands it. Valid dates matter: a certificate that expires in the middle of the contract period will be flagged.
Many tender portals require a Class 3 digital signature certificate in the name of the authorised signatory. Arrange it before a live tender forces the issue.
The discipline that saves money is this: buy a certification only after a named buyer or a specific tender asks for it. Certificates bought on speculation often turn out to be the wrong standard, the wrong scope, or from a body the buyer does not accept. Our guide to ZED and ISO certification prices the main options and the subsidies behind them.
A worked example: one pack, three applications
Take a Ludhiana auto components firm, a small enterprise with turnover of Rs 18 crore. In one week it prepares a vendor pack for two target OEM buyers and registers on GeM.
The pack it assembles, with the check performed on each item:
- GSTIN certificate, with the registered address updated to the current works address before submission.
- Company PAN, not the promoter's personal PAN.
- Cancelled cheque from the company current account, where the account name matches the PAN and GST records letter for letter.
- Udyam certificate showing small enterprise status under the revised limits. Turnover of Rs 18 crore sits inside the small ceiling of Rs 100 crore.
- Certificate of incorporation and the authorised signatory list.
- ISO 9001 certificate with validity covering the proposed contract period.
- A two page company profile stating machines, monthly capacity in units, product range and dispatch geography.
- Class 3 digital signature certificate in the authorised signatory's name, for tender portals.
For GeM, the firm budgets the fee position in advance. Registration: Rs 0. If its GeM order value crosses Rs 20 lakh in the financial year, the Annual Milestone Charge is Rs 10,000 plus GST at 18%, which is Rs 10,000 + Rs 1,800 = Rs 11,800 in that year. Transaction charges apply only on contracts above Rs 10 lakh, at the slab rates in the table above, to be checked again on the bid day.
In a central tender, the firm also knows its preference position. If it quotes within L1 plus 15%, it can be offered up to 25% of the tendered value at the L1 price. As a manufacturer, not a trader, it is inside the policy.
Staying on the panel after you are approved
Empanelment is not a permanent status. Buyers revalidate vendors, and an approved supplier can drift off a panel by letting the basics slip.
Keep every registration and certificate in the vendor pack current, and set renewal reminders well before expiry dates. If your address, bank account, authorised signatory or GST status changes, inform every buyer where you are empanelled, with the updated document, before the buyer discovers the mismatch in its own verification. A change you report reads as diligence. The same change discovered by the buyer reads as a control failure.
Expect periodic checks. Manufacturing buyers may repeat site visits, ask for fresh capacity figures, or retest samples when a product, machine or process changes at your end. Tell the buyer about such changes in advance where they affect the approved product. Approval was given for a defined product made in a defined way; changing either without notice is a common and avoidable reason for suspension.
Keep your company profile honest and current as well. Capacity claimed at empanelment and capacity you can actually deliver should match. If your capacity grows, update the profile and tell the buyer: a larger, verified capacity is often what moves a supplier from trial orders to regular volume.
Finally, treat each buyer's vendor helpdesk or supplier portal as a record. Keep copies of every form submitted, every approval received and every vendor code issued, organised by buyer. When staff change on either side, that file is what proves where things stand.
Common mistakes
Using a personal PAN or a personal bank account for a company application. The entity's papers must belong to the entity.
A GST registered address that no longer matches the operating address. Buyers verify the address. Update the registration before you apply.
Expired quality certificates. Check validity against the full contract period, not only the application date.
Claiming MSE preference as a trader. The policy excludes traders, distributors and sole agents. Claiming a benefit you are not eligible for damages credibility with the buyer.
Assuming one buyer's vendor code works at another buyer. It does not. Every large buyer empanels separately.
Readiness checklist
- If every document in Step 2 is current and consistent, apply to three target buyers this month, using the same pack.
- If Udyam is missing or stale, fix that first. It gates the public preference and appears in almost every private checklist as well.
- If a target buyer asks for a certification you do not hold, price that certification using the ZED and ISO guide before you commit to a timeline with the buyer.
Frequently asked questions
No. Udyam establishes MSE status and unlocks the public procurement preference. Each buyer still runs its own commercial, technical and compliance assessment.
